you are incorrect. At the Luxembourg meeting, GAC's communique did not mention .xxx, and while *some* GAC members complained about the decision to pass it, the US Commerce Department representative defended the decision and told GAC that it was too late to intervene. Not until the U.S. government changed its position (in early August) and Gallagher sent his famous letter to Twomey on August 11 did the .xxx decision get reversed. And by the way, reversal of .xxx was a wrong decision, an unjustifiable act of content regulation, and a hypocritical one to boot, because it had no effect on the amount of porn on the internet, it just allowed governments to posture.
