Please correct me if I am wrong, but the introduction of the xxx TLD was in fact vetoed by the GAC at the Luxembourg ICANN meeting (in 2005), which I happened to attend. This is just one example of the successful oversight role of the GAC. And it is not international law or any law at all, "merely" moral suasion.
