It appears that this might be local to your hotel wireless provider. If you have only tried accessing ICANN's web site over IPv4 you might find that using a Teredo relay will allow you to access it using IPv6. Teredo is designed to let you use IPv6 when you only have IPv4 connectivity and are behind a NAT.
