To keep following your reasoning. If I understand correctly, do you mean that .com, .net et .org are today less tied to some specific national juridictions than ccTLDs ? For instance, if some German .com registrar had a legal problem with .com registry, wich country's jurisdiction would be folowed/applied, Germany or US?
